There is a cable that runs from the release mechanism to the latch. Sometimes this cable breaks.

Expy rear liftgate wont open? - here ya go!

Kevin,
Alloro is correct. You have a non-operable cable release. Or more likely, a dry rotted rubber cable sheath. The wire cable itself is probably still intact, just not functional without the rubber sheath. The rubber sheath fits into a slot on the latch release mechanism.

this is the part number you need:

Ford Genuine F2UZ15264A65B Control Rod Assy Cable

You should know that Ford is very proud of this part, as it will set you back $50 each at the dealer. Found mine for $39 on E-Bay. Rear hatch release and the cable to release the rear window are the same part number. Both of my cables crapped out within 1 week of each other, so check both while you are in there.

You will need to remove the plastic trim around the window and then the rear door cover to access them. I was able to reuse the broken door release cable (without the rubber end sheath) by tieing the wire cable itself directly to the lock release with a couple of plastic cable ties. I used my new cable to replace the window latch release.

The panel will come off with the rear hatch closed. It helps if you can get the 3rd row seat out of the way to give yourself some extra working room.

Remember that cold plastic breaks more reliably than warm plastic. I would run the rear heat for a while, park the truck in direct sunshine, wait for hot weather, etc. before removing trim and push pins. You will still break a couple of pins but save the panel.
