OK, I'll admit I drive a Dodge Cummins, but please don't hold that against me. My Dad just bought a 95 Powerstroke.
He has a little problem. When he starts up cold the engine lopes a little and if you give it throttle its worse with white smoke. It will go away after you drive it for a little bit. I told him I thought it is a glow plug issue but don't know for sure as I don't have much experience with these things.
Any thoughts?

This is a fairly common problem. It is just another problem that Ford never got around to fixing. If it only does it at start up (cold), and it goes away when it warms up, it is probably a slow acting, sticking or lazy IPR valve. You might try to use a lighter oil in the crankcase. If you are using 10W40 or 15W40 try 10W30 instead (if you can find in diesel grade).
