Low speed rear oscillation that gets better..

That goes up in frequency and still noticable but goes down in amplitude at highway speed...
It feels like a loose rear wheel between 10-15MPH and at freeway speed it's just a vibration from the rear.
I stopped in a parking lot to check for a loose wheel and found nothing.
ideas?

Check the rubber mounted carrier bearing in the middle of the rear drive shaft, all u-joints and the pinion bearing.

Sounds like it could be a slipped belt in one of the tires. Hard to spot. Put the truck in neutral on a level ground and slowly turn the tire while looking at it.
