If I have my truck jacked up on jack stands and in neutral (I have a manual drive), and I turn the driveshaft manually, and only the back wheel on the driver's side turns (the other back tire doesn't), then is this a huge problem?

Right rear brake binding . With truck elevated did you try to turn right rear by hand? Pull wheel and check brakes and springs to see if broken. Emergency cable binding when released is also a common issue. The cable rusts and binds enough to keep from fully releasing.

Yes I did and there is some resistance, way more resistance is felt on the right wheel than on the left.

I can clearly see a chip in the brake pad where the drum is making excessive contact. I'm sure this is binding and making contact while driving which explains why there is smoke from that area after driving for a while along with the smell of brakes burning.
You could try readjusting the emergency brake star wheel to get more clearance between drum and ahoes but that is only a temp fix. The next time you set brake it will stick again.The only way to fix it permanently is to remove old e brake cable going to right rear and replace it with a new one. NAPA carries replacement cables. Make sure there are no broken brake springs which could also cause the binding.
