03 excursion 6.0 issues

I have an 03 Ex with the 6.0 and 140K miles. Sometimes it runs fine and sometimes it doesn't. When you are going down the highway and step on it, sometimes it downshifts and takes off like a bat out of **** and then sometimes you step on it and it downshifts and nothing happens. Like someone threw out an anchor or something. Seems like when it does this it is a huge lag in the boost or something. I thought maybe that it was my tunner so I took it back to stock and now I don't have a boost gauge so I don't know if it is a boost problem or not. With the tunner hooked up, when it acts up it seems like it isn't getting the boost that it should and then it catches and takes off.

I took the turbo apart and cleaned it using the instructions I got on here so I know it is clean. Could it be the actuator that moves the viens? Any way to test to see if it is good or bad? I just had the fuel pump and 5 injectors replaced a year ago. Anyone have an idea of what to look at of for?

Thanks

Have you tried cleaning your EGR valve? Do you have access to a scan tool so you can see what the Veins are doing?

No my scanner doesn't check the viens. Do these issues sound like the EGR?

Also wouldn't I get a code if the EGR were bad or clogged? I have no engine codes.

If you're using a regular OBD2 scanner it will not pick up all the codes. These are classified as Medium Duty vehicles and as such are not required to be OBD2 compliant. However as easy, cheap, and quick as it is to clean your EGR valve I would do it to eliminate the possiblity of this being the problem.
