Jury duty?.........in Eugene?.......2 punishments in one!
Eugene is not my favorite vacation spot either. But youngest and her new hubby live there, so at least we got to visit with them. Not going to be very happy if they make her go back next week!
I am going to have to cut slots in the sides of the hitch, where it goes next to the frame, the rivet heads for the last frame cross member are in the way. Easier to notch the hitch than it is to cut off the frame. Once I have it fitting up in the frame, I will cut off the flat steel where the ball is and put a reseiver on the top of the cross bar, located behind the lic. plate. Then remove it and reinstall the roll pan, I will have to cut slots in the roll pan to side the hitch back up in place. I can not put the roll pan in with the hitch in place and the hitch will not go up in place with the roll pan in with out some mods.
Sounds like you have it figured out. Seems like nothing ever fits without some mods. But thats why we love doing old trucks. I don't know why anyone would cut off the frame instead of notching the hitch.

I don't know, that part is a easy fix. It is the rest that will get me.
