Your secondary fuel pump is located on the inside of the frame on the drivers side of the vehicle, right about where the door is, it's an easy part to replace, I did it in my driveway in 15 minutes, the new pump was only about $100. I think the primary is the one in the tank. When I thought that pump on the frame was gone to hell I took it out and jumped it to the battery, if it's good it should spin as it's a rotary pump, if it just jumps like mine did it's siezed up and no good.

And yes, the big round canister is the fuel filter and should be replaced periodically. Secondary FP failure doesn't have to be a failed pump. It could be a simple wiring issue. I'd would take MD123's suggestion and test each pump before assuming the problem is a failed pump.

Most likely the high speed pump is bad it spins for a sec or two and stops, off the battery power, but i have no fule coming from rear pump too ,woulkd it run on just the high speed pump alone as i think my may have? what is the voltage at the pumps?mine high speed one is 5.5 volts is that even right? two fule pumps and two filters is a little overkill.....lol

Your 88 requires both the high pressure (on the frame rail) and the low pressure (in tank) pumps. There is only one filter to my knowledge. Pump voltage should be battery voltage (12VDC approx.) to the best of my knowledge. I am unaware that the pumps run at anything less.
