1994 explorer problems

Im helping my little bro out with his 94 explorer 4x4 with the 4.0 and auto tranny. Right now its biggest issue is the tranny does not like to upshift unless you let off the gas completely then get back on it before it looses speed. Ive tried the obvious like change fluid/filter, check the level and look for vacuum leaks but i cant seem to find the modulator for the tranny itself his chiltons manual has proved to be pretty much worthless.
Another issue that its had since he bought the truck used is that you have to lightly depress the throttle to get it to rev up otherwise itll act like a bad tps(already replaced with one out of a nice driving explorer with no change). He bought a cheapie code reader and the only code it throws is a 214 (cylinder identification failure). Im getting tired of looking at this thing so any help or suggestions would be appreciated.

Modulator is located on right side of transmission above exhasnt pipes behind a heat shield which is snap on to the trans.

The idle issue is related to a dirty or tired AIC, sits on the Throttle body.

You will find the modulator valve on the passenger side of the transmission, above the exhaust pipes. When you pull it out DO NOT drop the actuator pin.

The 214 code will sometimes set while it is chugging at low idle. rested and see if it refurns after fixing the idle problem.

It idles fine its just when you step on it a bit, kinda acts like a carbed engine with a bad accelerator pump.

I have the same rig and had throttle/power trouble. I cleaned the mass air flow sensor and it fixed it. To trouble shoot that, just disconnect the wireing at the sensor and start it up. It will drive fine without it (actually has added power)but the idle will sound a little off. You can buy MAF cleaner at auto zone for about 8$. You will need a security bit to remove sensor for cleaning(also at autozone for about 4$). Chilton manual shows location of sensor.
