2001 explorer

hey guys I need help once again, I have an 01 explorer with a 4.0 it will not start when it is cold it just cranks I have already replaced the iac valve but as soon as you bring it into a warm garage and let it sit for a while it fires right up, any ideas?

Check the fuel pressure at the rail, if it is low the fuel will not atomize properly when cold.

35-48PSI >< engine off, key on,(unregulated)
32-35 >< running
