Two different issues.
Baja Norte (and usually most of Baja Sur) is U.S. ULSD diesel.
re: clean tanks
You do have to be careful where you buy diesel and carry a extra set of filters (always a good idea) but we on the race team have driven our many SD's thousand of miles in Baja with very, very rarely any issues.
Not saying it doesn't happen but its a bit overblown. But that's why we have filters and it can happen in the U.S.
Tips
1. Fuel up at busy, newer stations where you see a lot of trucks.
2. If you see a station getting a fuel delivery don't get fuel there unless there is no other choice. The delivery may stir up whatever MAY be in the tank.
3. Never pass up fuel in Baja, especially on a race weekend.
Common sense is your friend.
The reason diesel is cheap in Mexico is because it is subsidized (no taxes) by the government to keep freight and transportation cost down. Private citzens are not allowed to own diesel vehicles unless they are specifically for commercial use.

With cash?
I have heard that you cannot bring back more than what is in your tank. Some guys tried to fill drums. But I don't have any first hand knowledge. I'm sure Rick knows. How about a Transfer Flow tank in the bed? Can you fill that and bring it back?
