the 02/03 HD's have the same engine as the Lightnings. You can put whatever the stock L upper pulley is along with a 6lber lower and make 400/500 easy. That's about as much as i would go.
If you really want to move, i recommend going built then put on a kenne bell or whipple. It will cost more but you would destroy a lot of vehicles you come across. A 11 second 4 door would be nice eh?
Remeber to always have it dyno tuned by a well known tuner that has delt with these trucks.

Skip changing the upper, just put a bigger lower on. The extra pulley surface area helps prevent belt slip. Plus, why buy and change two pulleys?
Also, change your rear gears to 4.10s to get that pig moving.
Your city MPG will increase do to the less effort required to get underway.
Most of the time your highway MPG will remain the same.
And a valvebody, get one.
