if you bought it at the dealer they should program it for you, I bought my last one at Bell ford in phoenix and they programed it for free, It takes about 10 seconds to do, I didn't watch all they did but I know they stuck a paper clip in a 2 wire connector in the loom under the steering wheel and than pushed the buttons on the fob and it was done.

HI and Welcome to Ford-Truck Enthusiasts!
I was going to mention that the manual states that you have to take it to a dealer for programming. Helifixer beat me to it.
...Moving to the Ranger & B-Series Forum.........

Most of the manuals say that but you can reprogram it yourself if you have the instructions, my brother got the instructions for his 98 rather than pay the dealer 80 bucks.

Iirc, the technology changed between the model years. Like here is the one from my '98 & '99 past Rangers (out of the owner's manual)

Reprogramming transmitters
To reprogram all transmitters, place the key in the ignition and switch
from OFF to ON eight times in a row (within 10 seconds). After doors
lock/unlock, press any button on all transmitters (up to four). When
completed, switch the ignition to OFF.
All transmitters must be reprogrammed at the same time.

Foot can't be on the service brake, and you have to intitially unlock it electronically using the trim switch... At least with the A type systems...
