The shop couldn't get their expensive snap on scanner to read the trouble code? Did they try using a paper clip? Would you like to try using a paper clip? There used to be a set of instructions here at FTE, but I don't know where it ended up since they moved all the tech info type stickies into a central "tech info" location. Even if you can't find instructions here, put "Ford EEC-IV self-test" or something like that into your favorite search engine and you'll find lots of choices (some are better written than others). Any self-respecting repair manual (I used Haynes the first time I pulled codes) will also have instructions.

I have done jumper wire to an older car would this be the same as what you are refering to with a paper clip.

I'll try the search thanks

Yes. Just remember that for OBD-1 cars (pre '96), the instructions for getting trouble codes were specific to each manufacturer, so you need to find Ford specific instructions.

MrShorty likes to drag the paper clip through the mud. It works, sure, if you have done it and know what you are looking at. I have never tried and so I don't know how easy it is or isn't to get a good read off the PCM. I have used diagnostic code readers that even tell what the possible cause of the code is. If you are new to this type of troubleshooting, I would recommend a good scanner. Otherwise experienced, use MrShorty's method.

I believe you attach the clip to the last 2 pin holes and just turn the ignition to the "on" position and read the check engine flashes, no big deal really.

Some shops only have OBDII scanners, and really don't know what to do with EECIV. Find another shop or try Autozone.
