If you disconnect the battery for 10 minutes it will turn off. But if your cats are really bad then it will come back on shortly.
Additionally, if you reset your OBD-II computer (check engine light) immediatly before bringing it in for emissions check, they will probably still fail you because they can tell that the computer has not been on long enough to test all its systems.
