This same problem happened to my 97 F150, after much searching and tracing wires, I could not find a problem. I ended up soldering a wire into the vehicle brake/turn signal light, and ran that wire to the 7 pin plug. It worked great, and never had a problem after that. Ive heard of this happening to other Ford SUVs and Trucks of this era, and those owners did the same thing I just mentioned. A frustrating problem, and I wasnt really a fan of the solution, but it did work flawlessly after that.
If you have the factory trailer tow harness, there are separate fuses that work the trailer turn and stop lights. That will be in your manual. I'm afraid I don't have them and where they are off the top of my head for an Explorer.
If I remeber right, My 98 that I had, had sperate relays for the turns as well. You might check that out. Other than that there is a harness connector on the frame by where the spare tire would be on a truck. You could disconnect there and test for signals.
I'm having a similar problem with my friends F-150 (1997), The left turn/Brake liught on the trailer stays on 24/7/365 even with the ignition off. The truck lights are okay, if you step on the brake the right side works normal but then the left side goes out, better yet, when using the left turn signal the light blinks on and off like it should. We have checked into the harness and all fuses, and have pulled the spare down, harness is easy to check there and all is fine. I think there is a relay hanging up somewhere as a short to a hot wire wouldn't let the light blink on turn signal, anyone run into this?....Jack
