The FIPL is the Throttle Position Sensor. It is basically a potentiometer that provides a voltage signal to the E4OD tranny controller to tell it what your throttle position is. The tranny controller uses the signal to electronically control shifting of the tranny.
It is located on the drivers side of the IP (Injection Pump) shaft. It is a little (usually black) unit that bolts with two torqex screws to a mounting bracket on the IP.
If you are thinking of changing it make sure you get the new unit re-calibrated properly or you might get some weird shifting.
