EBPV question

I need you guys to confirm for me that this is the EBPV that I am hearing and feeling. I have spent a lot of time reading other posts on the subject an am almost convinced this is what it is. I have a 97 f-350 crewcab with 4 in straight pipe and 62k miles on it. When I let up on the pedal I get a really loud whoosh sound and the truck decelerates like I have and exhaust brake. Truck sounds really hollow and weird on acceleration once and I get the whoosh sound even before I let up on the pedal sometimes. If I stay in park and push the throttle in and hold it in the same place at about 1200 rpms it will hold that for a few seconds then drop about 250 rpms and sound hollow and hissy then after about thirty seconds the rpms will come back up. I can do this over and over. I got underneath the truck while doing this and reached up near the pipe that runs next to the firewall that is on the exhuast side of the turbo running back to the engine and could feel a lot of hot air and smelled diesel exhaust. I could not see an exhaust leak but would this be causing my problem. Thanks for your input, sorry about the long post but this is driving me nuts.

Does it stop acting up if you unplug the EBPV?
