Braking problem when cold

Question Braking problem when cold

Hello, I drive a '97 F150 that has 115K miles on it. I noticed a problem w/ my left rear brake locking up after sitting over night in weather 35 deg or less.
As I ease out of the driveway and touch the brakes, the left rear wheel locks up but still release after letting off.
This will continue until eventually things warm up at which time the truck seems to brake normaly.
I took the truck to a service center to look things over and they say they found nothing wrong outside of some brake shoe adjustments.
Unfortunately for me a NJ Motor Vehicle inspection concluded otherwise.
Before I'm raked over the coals to make this repair, can anyone give any insight about this problem?

Brake problem

Does the lock-up happen only when backing up (and cold)?
Do the brakes work properly, forwards and backwards, when warm?
Your truck has drum brakes in the rear, correct?

Mine does and always has locked up when it is damp or cold outside. Once i drive a little or stop 2-3 times, it is gone. I looked at the brakes and nothing appears to be wrong but i am assuming it must be surface rust buildup on the inside of the drum. scares the heck out of you at first. i'm surprised there haven't been more reporting on this because another guy i work with had the same problem so he got all discs on his new truck and the problem is gone.

The brakes work fine forward/reverse when warm. It will lock up (left rear) in cold weather even if I tap it and will continue to do so until it warms up. Drum brakes are on the rear.

There is a TSB out for the '97. It is grabby after damp nights or rainy nights, after the first rotation or two with the brakes applied, it will quit. The fix is a new shoe you can get at the Ford dealer. I had already replaced it with an aftermarket shoe and the problem continued. Just another reason I shop parts at Ford.
