I just wanted to clear up a few things, what exactly are these and what do they do? I think I may have narrowed my problem down to the box in the drivers side kick panel but I am confused as to what it is called.
TECA Transmission Electronic Control Assembly
EEC-IV Electronic Engine control
DPC-100 Transmission controller

I am not sure what some of these are or if they are even individual units or the network of sensors as a whole. I believe that the DPC-100 is inside of the EEC-IV which I think is the unit inside the kick panel. I am not getting any Pos voltage to the FIPL sensors grey/white stripe wire, it is has a dead short. I disconnected the plug going to the EEC-IV at the firewall and then the shorted condition goes away. I also checked the output signal of pin #6 of connector A (behind tach sensor) and it should read at least 300 mv and I have nothing there. Also I checked pin #6 to the connecting terminal of the tach for ohms (should be 1 ohm or less) and there was nothing there.
Am I missing anything? I am getting ready to buy a new EEC-IV and I wanted some opinions if there is something else I should try or if i am going about things wrong.
I'm not sure where you wanted to post this, but there is no EEC IV control for the IDI diesels, they are mechanically controlled. The trannys need a controller, but not to the extent you have asked on, I think you want to be either in the 80 -86 or 87-96 forums.

No, I am in the right place. I have a 91 IDI Diesel. It has a EEC-IV controller, I have pulled it out and looked at it.
edit: I do have the E4OD tranny which adds the DPC-100.
maybe you have a broken wire ... maybe you have a broken or chaffed wire running down to the transmission ... maybe the switch on the throttle shaft is worn internally ... and the circuit that is bad is being completed when you plug into the firewall. Ya look at all them thar things yet, didgaha?
