I have had a similar problem in the past and it was the alternator overcharging the system. It was putting out about 16 volts. Actually I guess it was the voltage regulator inside the alternator. If you have a seperate voltage regulator check the output voltage or else check the output voltage on the alt.

I had a problem like this, see my response on this thread for deatils. I rewired the headlights to use relays to avoid an overheating headlight switch.
