Disc Brake Problem

Disc Brake Problem

I have a '96 Explorer XLT and I think the front brakes are in trouble. The front hubcaps are covered in brake dust, the steering wheel used to vibrate when i would apply the brakes at first, then as i slowed the vibration would stop, i thought this was normal, (my ranger did this too, it was a stick-shift and had terrible suspension, not to mention the roads here are awful, i saw a pothole swallow a car once), also i hear this constant rubbing sound like something is spinning and catching even when the brakes are not applied. when i do apply the brakes, i hear a loud whooshing sound, like fluid or air is escaping and then the rubbing sound is even louder. i am partially deaf so i cannot locate if the sound is from the underside of the vehicle, the back or front of the vehicle.

i do know that i need the transmission gasket replaced, but the transmission fluid is fine, and i am on a tight budget. the mechanic that i deal with told me a week ago that it should be fine for another 1000 miles, i will do it when i get the oil changed. unless this new sound thing is serious and related to the gasket. but i doubt it?!?

does this sound like a serious brake problem? or is it something else? perhaps related to the transmission? I was told when i bought the vehicle that the front brake pads had been replaced (less than 6 months ago). i am afraid that this may be a rotor problem. is this expensive to repair?
any help will be appreciated
