junk yard column is probably rusty. remove the shifter and dose it liberaly with wd40 or some sort of penetrating oil. if you can get it to move squirt some 30w oil in it and move everything around real good.

Shifter handle meaning automatic or manual shifter?

These steering column's are really very easy to rebuild as long as you can get the part's! I have one torn apart on my bench now that I have been waiting on the lower bearing for over 3 week's now. On factory back order

There is an upper and lower bearing, the upper is located right below the snap ring. The lower is at the very end of the column, this lower bearing is the one I am waiting for delivery on to finish mine.
On the shaft there is also a joint similair to that of a u-joint, It is a small joint with a single nut and bolt there that could use a little grease and tightening.

To remove the upper flange from the lower flange there are 2 pivot pin's that will need to be removed. When you seperate the upper flange from the lower flange (I used a small machine screw and threaded it into the pivot pin's on each side and clamped it with a pair of vise grip's and tapped them out with a hammer),

This is all for a tilt column but I would think the most of it is the same for non-tilt
