Indentify please
These brackets are located just behind and below front bumper, I am assuming its for some sort of fascia ant help would be great thanks.

That there is the mount for the Prius Catcher (Blocker Beam).

The Prius Catcher....
Beam side to side lower than the bumper that was meant to keep us big dinosaur killers from off-roading on the little guys.
Most folks take it off because of clearance issues...

Well said, Jimmy. It keeps little Prius cars and such from ending up UNDER you in a crash should you nail one.

My Ex has the blocker beam, but no bracket that looks anything like what the OP showed. Maybe the brackets changed some throughout the production years.
