Welcome to FTE bugsydog!
A quick google search provided this. http://dmvnv.com/pdfforms/regtitle.pdf It might be better to contact your local DMV office and ask.

Hi Bugsy, that cab of yours is highly desirable to folks who live in the rust belt states. Our cabs look like a cross between Swiss cheese, a drunken Irishman after a bar fight and a wicker basket. Yours looks very solid and if you are willing to put it on a pallet and help ship it - it would make someone very happy and put some money in your pocket. From what I can see of it, we dream of finding cabs like that. Mentioning this in case your truck plan goes in a different direction than using this cab.

BJ's find of that state law document is interesting on page 26.
See section 482.098 #2 and 482.100.
I wouldn't know how to interpret that towards titling a truck using the cab's vehicle identification number. Hope you find someone in a position of authority at the DMV willing to put their interpretation in writing to you somehow. I'm fortunate to live in a state that is very easy going on vehicles over 25 years old with no title.

Pineconeford,
LOL, that's funny....after reading everyone response im leaning towards selling the cab ( small rust in the drivers side lower rear cab and requires front floors replaced), and front clip which appears to be a complete, front and rear axles (rears is a 10-12 bolt I think) leafs etc and try and locate a complete project

I've thought this over and have decided to part ways with this project as its more complicated (time consuming) locating everything to build and DMV issues.. Is there a website you guys would recommend to sell, would like to see it go to someone who needs these parts...thanks again for all the responses and help.
