HELP needed on MAP test

I tested the MAP on my '87 Ford, F250, I-6, using the procedures in the Haynes Manual. The signal wire to ground gave me a constant 2.5 volts with no variation when I applied vacuum. Conclusion was that the MAP was bad. I get a new MAP and test it. I get the same results: no change in signal voltage with a change in vacuum. I then checked two more MAPS on two other older Fords, and I got exactly the same results. What's going on? The manual says the signal voltage should vary with vacuum. I feel sure that I have the correct wires hooked up.

Can anybody help out here? I would really appreciate it.

I don't think it's the voltage that changes on a MAP sensor- it's the frequency that changes. You need to test a MAP sensor using an oscilloscope.
