Sounds more like a transformer issue to me..

Good evening Rick. Must be some corrosion somewhere in the line. It wasn't where I thought it would be
. I'm only getting 85v or so from one of the 120v lines

Then add the additional wire to run up the pole and into your panel.

Unfortunately no. Power company checked and good below the meter to the connection of the underground lines. Somewhere between there and the box
