Chances are it was stolen and brought to the US.
I saw this on the news a few years back, here's what would happen:
A professional theif would steal a 2007 F350, rekey the locks, and go look for a truck that was either identical or close enough to what they had stolen. They would take down the vin on the "clean" truck, forge a new title, and replace existing vin plates with the now "clean" vin. They would then turn around and sell these cloned vehicles at a ridiculous price, but still taking people for thousands of dollars.
Law enforcement busted up the ring that was doing this and was able to track down the stolen vehicles sold to the unsuspecting buyer and of course repossessed them in a similar manner.

My first thought is "grey market". These vehicles were originally not intended to be imported into the U.S.
They are supposed to follow DOT standards, i.e. safety regs and or EPA guidelines for that vehicles year model. But that's just me. Uncle Gov. doesn't like it when these smog laden, unsafe cars, trucks or suvs enter "underscrutenized".
