3.0 in Ranger unsafe

I have a problem that I hope has an easy answer. I have 3.0 (non duratec) that has a serious idle problem. 1st it revs up to about 2000 rpm's at startup. Then it will drop to just under 1000 after about 2 minutes. This is only a small problem. The unsafe deal is that sometimes in normal driving the rpm's stay very high at highway speeds which makes it hard to get to a stop. The only thing changed recently is the IAC. It was an Autozone replacement part and they are saying this is going to happen until the ECM is reset. Resetting didn't help.
