Are you looking to stay with sealed beams? I have some of the high end sylvanias with relays added to the factory wiring in my truck and am very happy with the results.
If your wanting to move away from traditional light then you should look into Truck-Lites. Four Wheeler just did a shootout on aftermarket headlights and the Truck-Lites ended up being the brightest of the three they tested.

I'd call your state/local DMV or police dept for that answer, or maybe someone in your state FTE chapter has some experiance with what?
Remember that our headlight wiring harness and switch is well known for not being the best set up when you go changing/upgrading headlight bulbs, so I hear anyway.
Here this heavy duty harness pt # 47-3660 has a pretty good rep.

Any healight that is DOT and SAE approved can be used legally on any roadway in the US. The manufacturer will state this in the item description. If purchasing lighting second hand, look for the DOT and SAE stamps on the actual lense of the product.
