I'm not sure how it works elsewhere, but here in CA they have "Historical Plates". Vehicle needs to be 25yrs or older to get one. Then no more smog checks, build it to the hilt. Problem with these plates you can't go anywhere, store, school, work. Only car shows, parades, etc. So I don't know why anyone would want one for something they want to use.

Plate
It's not an insurance scam it's just a cheaper player and in Louisiana they are styled after the old plates and has the year of your vehicle on it.
