You can't test the IDM. The only test is to swap another one in and see if that fixes it. Sometimes you can get lucky and pull the IDM and shake it and find it's full of water or sniff it and it will smell burnt. The rest of the time a swap is needed to find out. If you know anyone with a 7.3 powerstroke, 94.5 - 03, you can use theirs for the test.

2.8 ohms sounds low. Did you ohm the other side also for comparison purposes? Did you inspect the pins, especially the center pin on the pass thru connector on the valve cover gasket looking for any burnt marks or discoloration?

gasket and harness brand new, i will say we are NOT at the TOP of the curve with the ohm meter 2.8 was at low end from what we read here but inside tolerance and all consistent. have NOT touched driver side yet due to problem being passenger side not firing, in the end driver side will get new parts as well

You don't need to replace the driver side, just ohm it out so you have working numbers to compare the passenger side to. If the driver side all reads 3.6 or so, then that will give you a clue.

There you go... I like Chris's suggestion. Oh the other side for reference purposes and then try another IDM. If you have to, try car-part.com... I got a PCM for $125 off of there.

So where's Phelan? Pretty sure somebody in your general area would be willing to swap an IDM out with you. It's really not that bad to get it out once you get the one out...

True that... didn't even think of that. AE is what we call AutoEnginuity. It's a PC-based scan tool that can read live data on our trucks. Being that you're in CA, there are LOT's of FTE members in CA. If you get in the CA chapter section or post up here in the 7.3L section, I'm sure you can find somebody nearby to swap out the IDM with.

easy to swap out a working trucks IDM and try it in yours.
if not, remove it and send it in to Swamps
they can test it or send you(buy) their Improved unit
They tested mine for me and it was good, otherwise I would have bought theirs
props to Swamps! great customer service~~

Do they test it for free or is there a charge? That's a great service for them to offer if the price is right.
