charging problem

this is for my brother who has an obs 1996 F250 PSD

when he waits to start his volt gage is low near 8 and when he starts it up its sluggish takes a while to turn over and once it fires over lights are dim for the first 2-3 mins until the volt gage kicks back up to upper middle range then the lights get brighter and has no issues. He took it in to advanced auto for the batt test and both batts are charged well beyond 900??? What could this be...Thank you!!

normal. the glow plugs draw a ton of juice for up to 2 minutes right after you cold start it

He should test the alternator as well. Yes, it's normal for the voltage to be low for the first two minutes, due to the GPs. But the lights shouldn't be significantly dimmer, perhaps just barely perceptibly.
