if you select 4x4 LOW after being in 4x4 HIGH from your ESOF selector, you have to put your transmission in Neutral and turn switch back to HIGH or OFF. I had this happen to me and I couldn't get out of LOW either. You can shift into 4x4 High anytime(shift on fly), but do so at low speed or not moving. 4x4 LOW should be selected in N and turned off in N to not damage trans or transfer case

Did you try turning the TCS off then getting out of Lo?

I may have missed it here, but what message do you get when you select something other than 4x4 lo? Should say "4x4 shift in progress". What do you see?
Also, again try with TCS off. However, "If a system fault is detected, the traction control active light will illuminate, the traction control button will not turn the system on or off and your vehicle should be serviced by an authorized dealer."

If its the wrench symbol: "Powertrain malfunction/Reduced power/Electronic throttle
control (RTT): Displays when the engine has defaulted to a “limp-home” operation or when a transmission problem has been detected and shifting may be restricted. If the light remains on, have the system serviced immediately by your authorized dealer."

If you have to simply get it to a road, Ford will pay the tow to the dealer.
If you need the truck you could disconnect the front driveline and drive around in 2-low. Shifts will be very jerky and you probably won't be able to go over 40 mph.
