Actually, if the EGR is stuck open it will run rich because the engine is breathing exhaust gas and doesn't have enough oxygen to support combustion.

This is how they get away with very lean mixtures in 'cruise'. (17:1 or so)
Displacing some of the oxygen keeps combustion from occurring too fast and becoming detonation.
