To mike L. I wouldn't put much faith in that STATE INSPECTION you mentioned. I'm betting you have a worn basic steering component. Either the drag link or a tie rod end or closely associated part.

Turn your ignition switch to unlock the steering wheel, DO NOT START THE ENGINE. Get an assistant to slowly turn the steering wheel back and forth about three inches. Crawl under the truck and closely watch the stuff I mentioned above for play.
