Yes it can be the problem a new fuel filter certainly could not hurt....even if it really doesn't improve the situation.... At least you know that the filter has been covered. it is not a big expense.

have you cleaned your MAF sensor? if not, be sure to use cleaner safe for MAF sensors.

After changing the fuel filter and cleaning the MAF sensor. The nest step is to test the fuel pressure.
