Bad injectors can cause mis-fires (clogged or not opening properly) or flooding (stuck open). I once jammed up one of my injectors so badly that its cylinder did not fire at all. I ended up pulling them all out and reverse-flushing them with injector cleaner spray. Did you try running some cleaner through the gas tank?

what vehicle is this happening to and what year?

pull codes, check fuel pressure. may need a tune up?

X2 what Kemicalburns advised.

Get a fuel pressure gauge on the rail, and see if in fact it's delivering (X) amount of fuel without any hesistation. Mine did the same and it was the fuel pump.

The engine will require more fuel while under load, so you can get a better idea of fuel pump performance if you can monitor the pressure under load, like WOT going up a steep hill.
