timing cover gasket question

is an impact gun required to remove the bolt that goes into the crankshaft that holds the balancer on? i have a puller for the balancer but the bolt has to come out first right? when i try to loosen the bolt the crankshaft turns with it. im done workin on it for the night but i need to get it finished tommorow
