I live in Coventry and grew up in Goshen. I do home inspections for a living and I have not seen a heat pump system that works efficently once it gets below 35 degrees.
You could have a section of electric baseboard installed as supplemental heat. It would operate on a seperate thermostat. Vermont Castings makes an very nice propane fired stove that looks like a wood stove. It can be vented through a side wall. I see a lot of them used in family rooms and finished basements.

Ax, I built this house back in 05, I us propane for fuel. I did not like the oil setup in our old house. As for the insulation i had them go over board. my garage is over 1000sq ft plus with the cath. ceiling it has a lot of air to warm. I am also high in elevation, wind blows hard on that end of the house. I have trouble with the garage doors not sealing very good and air blowing in. I have to call the guy that set up my heating system and have him look at what i want to do. If i have the fan run constant on the upper airhandler that feeds the second floor the rooms equal out. What happens i think is the thermostat is at the complete other end of the house and that room heats up faster and shuts the heat off before the other end get up to temp.
