projectSHO89 is gaining momentum as a positive member of FTE.projectSHO89 is gaining momentum as a positive member of FTE.
1. California Emission Requirements

The State of California has its own program for regulating the importation of nonconforming vehicles that are sold, registered, or operated in California. If you are a resident of, principally drive your car in, register or intend to sell vehicles in the State of California, you will need to comply with California's emission requirements in addition to the Federal emission requirements. For more information on California's requirements, contact:

State of California
Air Resources Board
Mobile Source Control Division
9528 Telstar Avenue
El Monte, CA 91731
1-800-242-4450

However, if you are moving from one the the "green states" and your vehicle was originally sold in one of those states, your vehicle already meets California emissions as-built.

Since you provided no information about your vehicle or where it is coming from (and we are not psychic), we can't provide any specific information. Call the toll-free number listed above tomorrow and get specifics.

You can, however, look at the emissions certification label under the hood. If it has the word "California" on it, your vehicle already meets their standards and can be imported into the state and registered after meeting whatever testing requirements are in place for any other California vehicle.

If you are military, you are exempt and can keep your registration.

If you are coming here permanently, you must register and you must meet the OEM Federal (49 or 50 state, whichever it was) smog standards for your vehicle. You must pass at the pipe and visual.

You do NOT have to bring it to CA standards. Only if you live in CA and buy out of state do you have to do that.

But, if it's fiddled with at all, you have to take it back to stock.

Before Buying a Vehicle From Out of State—Be Sure You Can Register It in California (FFVR 29)

There are FAQ's etc on that site that will answer more ? if you have them.

Read the quote you posted--what it says is if you are a resident...etc. There is another section that deals with moving in to the state.

Easy to read it the other way if you don't see the other section.

The basic rule is it must meet original emissions standards. It cannot be 'new', less than 30k(?) and then resold within CA. So you cannot import 49 state vehicles to get around CA emission laws. You must have all the factory equipment and it must be functional. If the vehicle has had an engine change, it must meet the emissions standards for that year engine. This is from memory...
