It is illegal for any manufacture (or individual for that matter) to build / modify a vehical where the tires stick out past the fender line for on hiway use. So yes, Ford will include flares / rubber flares / flared fenders / etc to stay within the law as laid down by the DOT.
I personally loike the look of the older 1 tons with the wider front axles and the factory flared front fenders. I have to believe that it will be a good look on the current rigs

Maybe Ford figured out one of the reason the 450s are exceeding sales expectations is because they turn sharper, so now perhaps you can option your 350 to turn as sharp?

Not to mention that the front ends look so much better with the flares on it as they make the headlights less obnoxious!!!!!
