What is the best rust remover?

What is the best rust remover?
I am too cheap to get a spary/paint on liner so I am still using a plastic liner and it has rubbed a few small spots around the fenderwheels. What si the best product to stop/remove this rust before I put the liner back in?

sand it and put some rustolium spray paint on it...
