Changes to smog status? 1976 now?

I went to a conference this week and the guy in charge of the motor pool for one of the state water districts told me that the no-smog limit for California is now 1976. Has anyone else heard this?

Sad but true.

Arnie signed a bill that requires all vehicles from 76 and newer to have smog checks.

So the 30 year thing is gone
