Need help fixing turbo noise in Kansas City

Need help fixing turbo noise in Kansas City

I have a 2000 powerstroke and the turbo makes a screaming swirling sound when you get on it and it shifts to overdrive, and also when towing at any sort of incline. If the incline is a little long then the check engine light comes on. I have checked my boots and there was oil around them but they were all tight. Does this mean that they are leaking though them? Or what is the fix to my problem? It has a open K&N filter system, 4 inch from turbo back and a Hypertech Power Programmer lll. The noise has been there for a while now, but seems to be doing it more often and it is getting louder. My mileage has went down while towing also, and does not seem to pull as good. It will not lug the hills as good, it kicks down on any little incline. Ok, anyone in the KC area that can lead me in the right direction, or help me out?
