Just to be sure, you're checking fuse #4 in the central junction box (inside) not #4 in the battery junction box (under the hood). The workshop manual also says to inspect fuse #23 in the CJB for some strange reason (10 amp).
If you end up removing the door panel to check the power mirror switch, you should also check the wiring bundle that runs behind the speaker. Here's a photo gallery to illustrate a problem others may encounter with any electrical component that has wires through the door:

In my case, the door locks fuse failed randomly.
