Head lights not working. 98 EB explorer

hello. this happened a while ago, but it's on a company truck that doesn't get driven much. the parking lights and all work, but the actual headlights don't. if you push forward on the stick, and lock it into high beams, they don't work, but if you pull back to "flash" the high-beams come on. is there a relay somewhere? i can't find the owners manual.. thanks!

btw, i've checked the headlamps and fuses, and they are good.

May very well be the multifunction switch. They are known to go bad from time to time.

check the fuse for the multifunction switch, mine randomly blew and i had to replace it and lights came back on, corners worked, heads and fogs didn't, swapped the fuse, and all is well again.
