Burnt Smelling Power Sterring Fluid

Can anyone tell me what would cause my power steering fluid to smell burnt? The pump is whining as if the fluid was low but it isn't. It just smells burnt when you open the resevoir.

it may or the pump is already screwed and you will have to replace it. the flush will cost you 10.00 and a pump is about 65.00.
