engine measurments

Hey Guys, need help. Building a 400 that was rebuilt 5 years ago and have no idea if the block has been milled or how much the heads have been milled, do know that I have a .060 over bore thanks to the imprint on the pistons! What i need to know is where to measure from/to for things like deck height, how much the head has been surfaced etc. Its my first build and I want to do it right. Its also going to be on propane so I need a higher CR. Then again it might have the CR I need. When my last engine went I ordered a 351m and they sent me a 400 .060 over so you never know till you do the measuring. Anyways, sorry for the blabber and thanks in advance.
