surge in 4th at low RPM

I've noticed in the last 3k miles my truck occasionally will shift up to 4th and then sort of surge or cut out at low RPMs. It only seems to happen when I'm at an incline and only when it's low in the RPM range. If I keep the gas pedal steady it will keep doing that, or I can push on the accelorator to downshift and it goes away. Not sure if this is related but sometimes it shifts back and forth from 4th and 3rd on slight hills too. I've changed gas stations but that doesn't seem to change anything.

Would a Predator or Superchip fix this or at least tell me what the problem is with it's code reader? I don't want to take it to my dealer. We don't get along very well.

I just turned over 14k miles.

Yes a Tunner will help with this. and will make driving you truck a kick in A$$.
Or you could just drive with O/D OFF
