Where's the info on this TSB? (whistle)

There's a TSB on the NHTSA web site that refers to a whistling sound from the front of the vehilce at or above 50 MPH. I can't find a dealer that knows what's in the TSB or has had anyone come in with this whistle. Does anyone have access to the 'repair procedure' that's associated with the TSB for this? I would assume Ford knows what the cause is or has a good idea if they created a TSB for it...wouldn't you think so? That's why they create TSB's right?

It's not a big problem, and it only annoys me now and then...but I figured if I knew exactly what causes the whistle, I'd be willing to let the dealer look at it. I'm not going to take it in and let them poke around on it for a few days just to tell me they can't find the whistle...and maybe scratch my truck in the process.

1956MarkII - would your techs be able to look up the TSB?...any other techs out there that have access to this info...please give me the sccop

It is not a TSB it is a special service message. Here it is in its entirety.

17309 2004 F-150 - WHISTLING NOISE FROM FRONT OF VEHICLE ABOVE 50 MPH
SOME 2004 F-150 VEHICLES MAY EXHIBIT A HIGH PITCHED WHISTLING NOISE FROM THE FRONT OF THE VEHICLE WHEN TRAVELING 50 MPH OR HIGHER. THIS NOISE MAY BE NOTICED MORE WITH THE DRIVER'S WINDOW DOWN 1 TO 2 INCHES. THIS NOISE MAY BE CAUSED BY WIND INTERFERENCE AROUND THE EDGES OF THE FOG LAMPS. TO SERVICE, CONFIRM SOURCE OF NOISE BY COVERING THE GAP BETWEEN THE BUMPER AND THE FOG LAMPS WITH TAPE. IF NOISE IS GONE, REPAIR BY PLACING A STRIP OF CLOSED CELL FOAM (FOUND IN THE ROTUNDA SQUEAK AND RATTLE KIT 164-R4900) BETWEEN THE OUTER PERIMETER OF THE FOG LAMPS AND THE INSIDE EDGE OF THE BUMPER.

This is all the info Ford gives. Basically you just fill the gap around the foglamps.
